Abstract

"City" piece on YouthBuild, a program of the Portland West Neighborhood Planning Council, which lost almost a half-million dollars in funding from the federal Department of Housing and Urban Development (HUD) last year, because the agency changed its formula for evaluating grant requests. HUD has since revised its standards, and YouthBuild will receive about $450,000 from the agency this year. YouthBuild has a total budget of just over $1 million, which goes to educate 25 to 30 students.
