Abstract

"City" piece on a proposal by Portland city councilor Karen Geraghty to allow a 30-unit apartment complex to be constructed in the Bayside neighborhood on 31,000-square-feet of city-owned parking lots. Some Portland city councilors fear the project will become a new slum. Even Portland Housing Authority executive director Peter Howe believes the project is ill advised. The proposed guidelines are expected to be debated by the full Council as early as Dec. 20.
