Abstract

"Politics and Other Mistakes" piece on the inequities of "double dipping." Maine businesses can legally get a tax increment financing (TIF) tax break from a municipality and then file an application for a state Business and Equipment Tax Reimbursement (BETR), asking for a refund of the property taxes on its new equipment, although it never paid those taxes.
