Abstract

"So Noted" piece on a proposal by Portland city councilor Peter O'Donnell that would create a 14-member Youth Advisory Council. According to the author, the plan is not democratic enough because only five of the 14 seats are elected by the city's teenagers, and only students ages 14 through 19 are eligible to vote, which excludes elementary and middle-school students who have problems and concerns quite different from high-school students.
