Abstract

"So Noted" piece urging the Portland City Council to include $30,000 in the city budget to provide all-day kindergarten at all 12 of the city's elementary schools, and to require that users of the Portland Ice Arena, rather than taxpayers, make up a projected $165,000 shortfall in the arena's revenues.
