Abstract

"City" piece on another referendum on waterfront development in Portland prompted by the proposal to move the Scotia Prince ferry to the Bath Iron Works property on the east end of the harbor. No formal referendum campaign is yet underway, but Councilor Peter O'Donnel said he thinks a petition drive is likely if officials continue to ignore residents who fear the move will result in traffic congestion and urban blight.
