Abstract

"City" piece on a proposal by Portland city councilor Cheryl Leeman, who wants the Portland City Council to adopt a resolution promising to be more fiscally responsible. The non-binding proposal is intended to prevent the city from taking on more debt each year than it retires and would limit the amount of bonds the city could issue annually to the amount that are paid off. City borrowing is projected to exceed debt paid off by about $47 million between 2002 and 2010.
