Abstract

"North by East" piece noting that Maine is the only state that has used its money from the National Tobacco Settlement Fund solely to improve the health of its citizens. Some states have even sold their rights to future settlement money for a lump sum to cover one-year budget deficits. New Hampshire has received $40.9 million this year and is devoting none of it to fight tobacco addiction. A core group of advocates in Maine are committed to protecting the money.
