Abstract

"North by East" piece on Maine's rank as having the lowest per capita prison population in the country. One out of every 366 adults is in prison, compared with one out of 87 in Louisiana, with the highest rate. However, there has been an 8 percent increase in the number of Maine's prisoners since 2004.
