Article on the struggle to maintain Portland's working waterfront over the last 25 years, and detailing the current debate over how to develop 17 acres at the east end of the waterfront. The land was transferred to the city by Bath Iron Works, and is being considered as a location for the Ocean Gateway marine terminal.
