Abstract

"Capitol Letter" piece on the state's over-one-billion-dollar structural gap, one-tenth of which was filled by "Susan Collins money," a federal relief package that was part of this year's Bush tax cut and for which U.S. senator Susan Collins worked. Miraculously, the state managed to fill the budget gap without a huge public outcry.
