Abstract

"Capitol Update" piece on a proposed second economic stimulus package to help states weather the ailing economy. governor John Baldacci and the National Governor's Association package includes two $6 billion grant programs - one to help states pay for Medicaid, and another for a block grant program that could be used for projects ranging from roads and bridges to water and sewer facilities. Baldacci said these projects would help the economy by generating additional construction jobs. Meanwhile, state revenue forecasters added another $95 million to the budget gap, pushing it to $220 million.
