Abstract

"From the Ground Up" piece on Maine's annual spending shortfall of $200 million for transportation infrastructure. The hoped-for federal stimulus package would contribute only about $140 million to that deficit. Maine needs to pass its own state stimulus bond package and to embrace proposed private-sector projects like an East-West highway, utility upgrades, and wind development.
