Abstract

"Capitol Update" piece on variables that alter the federal government's estimate of Maine's unemployment rate. When discouraged job seekers, the underemployed, and part-time workers unsuccessfully searching for full-time work are factored in, the 2008 unemployment rate jumps from an average of 5.4 percent to 10.9 percent, or about 73,000 Mainers.
