Abstract

"Public Engagement" piece by Stephen Bowen, director of the Center for Education Excellence at the Maine Heritage Policy Center. He discusses Maine's failed bid for the federal Race to the Top school reform grant program. The application spelled out how Maine schools would become more student-focused and outcome-driven, freer to innovate, and more accountable for results. The state was required to catalog the support its plan received from local school districts and teacher unions. Only 82 of the state's 216 school units and 12 percent of its teachers' unions registered approval for the plan.
