Abstract

The future use of funds generated by the Regional Greenhouse Gas Initiative and its auction of carbon credits is in question. Efforts to establish a federal cap-and-trade program have fizzled, affecting the RGGI market. Some hard-hit states are using their funds to balance their state budgets. Maine has spent 95 percent of the $23.5 million it has received to date on energy efficiency--the highest percentage of any state in the initiative. With details on the program and its benefits and on how the auction works.
