Abstract

The annual Hempstock summer festival in Starks has fueled a recent drive for local municipalities to establish mass gathering ordinances (MGOs.) A large number of Maine towns have recently established or amended their own MGOs, perhaps in fear of becoming Hempstock's future home. Altogether, 15 of the 27 municipalities in Cumberland County have or plan to enact some form of ordinance. Sheriff Mark Dion is encouraging all 14 communities within his department to have a solid MGO in place. Details.
