Abstract

"this just in" piece on tour of the Portland waterfront by Rep. Tom Allen, D-Maine, and Bill Delahunt, a congressman from Massachusetts. The major point of concern for the two surrounds Individual Fishing Quotas (IFQs), and the effect the quotas have on local fishing industries. IFQs assign an allowable harvest for an independent fishery participant, which is a percentage of a region's Total Allowable Catch. IFQs open the industry up to monopolization by large corporations, and Allen is currently working on federal legislation to provide efficient management of IFQs.
