Abstract
"this just in" piece on the problem of uncleared sidewalks in Portland after a snow storm, noting that the city has an ordinance requiring that snow must be removed from sidewalks abutting private properties within 24 hours of the time it stops falling. Business owners have only 12 hours to remove snow from their sidewalks. The ordinance is not often enforced.
