Abstract

Detailed article on the Maine Citizen Leadership Fund (MCLF), with a focus on how the state's leading liberal lobbying group has been transformed under new leadership. In last year's legislative session MCLF confronted more-conservative Democrats, including Governor John Baldacci and House Speaker John Richardson (D-Brunswick), on tax reform and other issues. Joanne D'Arcangelo, the group's new director, was Richardson's former chief aide. Her first act was to fire the entire lobbying staff, leaving some to suggest the dismissals were a payback for their aggressiveness on the tax reform issue. Whose who were fired see D'Arcangelo's hiring as orchestrated by the MCLF board and its sister organization, the Dirigo Alliance, who are dependent on favors from Baldacci and Richardson. With comments by D'Arcangelo; Arn Pearson, MCLF's longtime director; Kathleen McGee and Rob Brown, former MCLF employees; and Rep. Joanne Twomey (D-Biddeford).
