Abstract

"In The Lobby" piece on "Prosperity Maine," a conference held earlier this month in Augusta by the Maine Center for Economic Policy (MECEP). Despite the liberal orientation of the conference, it embodied many conservative ideals. All talk of state spending was framed as "investment" to help corporations bring the state prosperity, and Gov. John Baldacci's Dirigo Health Plan was hardly mentioned. One progressive initiative discussed is Baldacci's plan to put $28 million more into higher education. Christopher St. John, director of MECEP, promises another progressive initiative, a tax-reform package that would broaden the sales tax in exchange for eliminating the top bracket on the individual income tax. St. John believes lowering the income tax on the rich is a necessary political reality to get support from Republicans and businesses. Details.
