Abstract

"Cover Story" piece on a proposed zoning change in Portland that would allow developers to build on the peninsula at a higher level of density than current zoning laws allow to help ease the city's housing shortage. The city has identified 170 vacant residential lots that do not meet current standards. If the proposed change is approved, new housing could be built on these lots without site-by-site approval by the city council, which can add six months to the process.
