Abstract

Democrats on the Legislature's Human Resources Committee have rejected key elements of Gov. McKernan's welfare-reform plan. McKernan has proposed forcing all welfare recipients in a test area to train, study or work at least 20 hours each week, while Democrats prefer an alternate plan that promotes employment by creating a voluntary program in a smaller geographic area.
