Abstract

Long article about the lack of consensus in the sea urchin industry regarding the impact of a bill, recently enacted by the legislature and now awaiting the governor's signature, that would more closely regulate the industry. The legislation bans new licenses for four years, divides the state into two urchin zones and prohibits urchin harvesting in each zone for 4 1/2 months. It also assesess hefty surcharges on licenses in order to pay for an "urchin research fund." With a brief summary of the new regulations.
