Abstract

Gov. John R. McKernan has decided not to attend the signing of a sister-state agreement with the Prefecture of Aomori in Japan on Wednesday, a decision that has disappointed and offended some Japanese. Aomori has spent $250,000 on the celebration. McKernan's chief of staff maintains that in making his decision, the governor was well aware of the protocol, but some Mainers question the wisdom of the move.
