Abstract

Maine appears to be in non-compliance with a 1992 federal law that orders states to conduct unannounced inspections of retailers to ensure they are not selling tobacco products to juveniles. The state's failure to comply with the law could result in the loss of $400,000 in grant money used to fight drug and alcohol abuse. Maine has the country's highest rate of 18- to 34-year-olds who have tried smoking and the third highest rate of smokers in that age group. Details.
