Abstract

Rep. Thomas H. Andrews, D-Maine, has said that the federal government must help American shipyards compete against foreign companies that are subsidized by their governments. President Clinton recently endorsed the creation of the Inter-agency Task Force on Commercial Shipbuilding, a panel proposed by Andrews.
