Abstract

The Maine Supreme Judicial Court is expected to rule soon on whether the mechanism known as flow control, which guarantees that Regional Waste Systems will have the revenue to pay off the debt on its trash-to-energy plant, violates constitutional free trade. Tri-State Rubbish Inc. of Poland has challenged the concept of flow control in suits against RWS and Mid-Maine Waste Action Corp. of Auburn. Details.
