Abstract

Gov. King and legislative Democrats have an agreement on doubling the state tax on cigarettes, but most of the details won't be worked out until the next session of the Legislature. Nearly all of the $30 million in additional annual revenue will go for tax relief, except for $3.5 million for smoking cessation programs. The Democrats were able to win King's agreement that $8 million, including $6.2 million from the estate taxes paid by the heirs of Elizabeth Noyce, will go toward expanding health insurance for children.
