Abstract

In the wake of revelations that Portland and South Portland police departments regularly fix traffic tickets for officials and police officers from other municipalities, other police departments in the state acknowledge that the practice is widespread. Some officials defend the practice, saying that doing favors for another officer is a fact of life.
