Abstract

"An Act Concerning Acceptance of Campaign Contributions During Legislative Sessions" was signed into law a year ago. A provision of the law makes solicitation of lobbyists legal if it is done after the candidate filing deadline, which was March 15 this year, more than a month before the Legislature adjourned. Rep. Chris O'Neil, D-Saco, used the loophole to invite lobbyists to a fund-raiser last April. The committee that wrote the bill argued that the provision leveled the playing ground by not putting incumbents at a disadvantage against their challengers. With related editorial.
