Abstract
"Continuum" piece applauding state representative James Skoglund, D-St. George, for introducing a legislative bill to block construction of a new state maximum security prison in Warren on the grounds that it is time to discuss alternatives to increased incarceration. Skoglund's bill died, but it succeeded in stirring much needed and serious debate on the issue.
