Abstract

"News & Issues" piece on HP 1591, "A Joint Resolution Supporting the Efforts of the Department of Environmental Protection (DEP) in Protecting the People and Residents of Maine from Oil Spills," introduced by state representative Joanne Twomey, D-Biddeford. The measure would have shown support for DEP's several-year effort to amend rules regulating oil and oil transport in Maine. Opposition to the bill, led by Rep. Robert Daigle, R-Arundel, has succeeded in getting the Natural Resources Committee to carry it over, effectively delaying action until the Legislature reconvenes in January. Most of the amendments DEP is proposing are fairly non-controversial, but Leonard Langer, a lawyer representing Maine oil shipping interests, said the shipping portions of the new rules duplicate existing Coast Guard efforts, and were drafted without adequate representation from the maritime industry.
