Abstract
"Capital Letter" piece on housing in Maine and proposing a state public policy goal of achieving an 80 percent home ownership rate in Maine in five years. About three-quarters of Maine households already own their own home, a percentage that leads the nation, and according to a 1998 Maine Economic Growth Council survey, 89 percent who rent would prefer to own their own home.
