Abstract

"News & Issues" piece on the Churchill Dam at the head of the Allagash River section of the 92-mile Allagash Wilderness Waterway. The National Park Service has asked the U.S. Army Corps of Engineers to investigate how federal designation of the Allagash River as "wild" is affected by the Maine Bureau of Parks and Lands' illegal reconstruction of the dam. The concrete structure was built in 1997 after voters approved $1.5 million in bond money, but the project appears to have violated Section 7 of the Wild and Scenic Rivers Act.
