Abstract

"News & Issues" piece on the whitewater rafting industry, which wants to play a role in how recreation is managed on the Penobscot River. Outfitters were excluded from participation by Great Northern Paper Co., when the protective corridor was established in 1981, because they opposed the "Big A" dam project. Of about 90,000 annual trippers on all Maine rivers, the West Branch of the Penobscot attracts about 22,000.
