Abstract
"News" piece on a universal health care measure that will be decided by Portland's voters on Nov. 6. Though non-binding, the referendum vote could influence next year's debate in the Legislature on starting a universal health insurance program. Al Iuppa, the state insurance commissioner, has predicted the current system will collapse or be replaced within five years.
