Abstract

Maine House Speaker Elizabeth Mitchell has submitted a bill that would provide a year's tuition for every Maine high school graduate accepted at a post-secondary school in the state. The bill would cost around $14 million, but that figure could change. Maine has a high secondary school graduation rate, but one of the nation's lowest rates of college attendance. Mitchell acknowledged her bill would have to compete for funding with many other bills and budget requests.
