Abstract

"Practicum" piece on an initiative in Waterville that was defeated by local voters. Developer John D. Joseph proposed purchasing over two acres of downtown riverfront property from the city for one dollar. He wanted to build a new headquarters for HealthReach Network, and give the old headquarters to Mount St. Joseph's Nursing Home for the housing of Alzheimer's patients.
