Abstract

Cars with fuel system charcoal cannisters that are hard to reach will have the fuel system test portion of the auto emissions test waived, which could affect anywhere from one to ten percent of the 540,000 cars to be tested. The testing gap could add to skepticism among drivers and garage owners over the new program's effectiveness, but an official with the federal Environmental Protection Agency says the exempted vehicles have been factored into computer simulations that project an overall improvement in air quality from the testing program.
