Abstract

A bill sponsored by Rep. James Bowers, D-Washington, would create the Tobacco, Alcohol and Scheduled Drugs Commission, which would have until Oct. 1994 to recommend ways the state can recover, through taxes or fees, the costs of the use and abuse of cigarettes, alcohol, and illegal drugs. Backers of the bill believe that research will show that tobacco and alcohol are more harmful than marijuana, and will cause a rethinking of current policy.
