Portland's Shanty Town. The Back Bay dump, the last frontier for pioneering Portlanders, will serve no more as a haven for jobless men, the City Council decreed Monday night. At right is the Main Stem, all of which is to be cleared away to make Marginal Way sightly for motorists.
