Abstract

"City" piece on Portland's urban sprawl problem and a group of citizens who are serving on a task force that is trying to find ways the city can protect neighborhoods along arterials like Washington and Stevens Avenues and outer Congress Street. City planning director Joe Gray said the city might create special districts in which businesses have to comply with guidelines for architecture and landscaping beyond what's generally required of developments. The task force, which is chaired by city councilor Jim Cloutier, is expected to hold public hearings on its recommendations as early as March, and the city council could vote on the measures in April.
