Abstract

"Cover Story" piece on the 2002 race for seats on the Portland City Council. Long-time council member and staunch conservative incumbent Cheryl Leeman is running unopposed for re-election to her District 4 seat. Incumbent Jay Hibbard, also a conservative, is facing two liberal challengers in the District 5 race: lawyer James Cohen and medical writer Ivan Suzman. The third conservative on the council, Jack Dawson, is not seeking re-election to his at-large seat. Three candidates hope to replace him: state Bureau of Liquor Enforcement retiree James Banks Sr., construction safety engineer John Griffin, and postal worker Mark Reilly.
