Abstract

Gorham officials are proposing a six-month moratorium on residential construction to limit school spending related to increases in enrollments. A number of developers, anticipating the moratorium, on Tuesday filed 28 permits for single-family and multiple-unit buildings. The proposal, the most controversial to come out of the recent recall of the 1994-95 municipal budget, will be presented to the public next Tuesday. Details.
