Abstract

Sam Shapiro, the state treasurer, fears the state's credit rating will be downgraded when the state issues $57 million in bonds later this month, due to concern about Maine's practice in recent years of deferring payments and refinancing debt. Maine now enjoys Moody's and Standard & Poor's second-highest ratings, the highest rating of any New England state.
