Abstract

Marc Ayotte of the Maine Labor Relations Board says the number of times that mediators were assigned to contract talks in the state has increased from 89 in 1991 to 104 so far this year. The stalled economic recovery, uncertainty over state aid and increases in health insurance costs have made contract negotiations in Maine's public sector more difficult than in the past.
