Abstract

Biddeford residents living in the vicinity of the Maine Energy incinerator complained about a strong garbage odor this past weekend, creating the potential for fines levied by the city against the plant. Under the operating contract, the city can fine the company up to $1 million annually for odor, noise and other violations.
