Abstract

"Closeup" interview with Jerry G. Haynes, 67, of Oakland, who was recently hired by three of Maine's architectural and engineering associations to educate town and city officials on the benefits of qualifications-based selection. Qualifications-based selections revolves around the concept that qualifications and not price should be the determining factor when awarding building contracts.
