In March 1991 Cathleen Manchester was hired as Norway's chief of police, the first female police chief in the state. A survey last year showed that 74.3 percent of respondents found the department's performance "more than adequate," as compared to 1.6 percent of respondents in 1990. Manchester believes that community policing, of which she is an advocate, is responsible for much of the improvement in how the ocmmunity views its police force. Details, related article.
